In 1901, H. G. Wells, an English writer, wrote a book describing a trip to the moon. When the explorers landed on the moon, they discovered that the moon was full of underground cities. Empty supermarket shelves are now easy to see in Harbin City, as citizens store water and food, fearing that the city’s water supply could be polluted.

From its massive trade surplus (顺差) with United States to America’s increasing deficit (赤字) , China’s economy has become increasingly combined with the world’s. And this wouldn’t be possible without the unusual savings of ordinary Chinese who save about half of what they earn.
Dong Yiyuan, a 58-year-old Chinese woman, is putting away money at a post office which is also a savings bank. Dong says her spending and savings habits were formed during the 1960s and 70s, when they bought everything according to the government’s arrangement.
Now China’s societies can build social security and health insurance systems. But for Mrs. Dong, she sees no reason to change her financial habits now, and she has no interest in credit cards, loans or insurance. She says, “I won’t buy things on credit. If I were to borrow money, I’d be nervous.”
China’s high savings rate allows a high investment rate. This helps Chinese factories produce more goods for the U. S. market. It also enables China’s Central Bank to buy U. S. dollars in large amounts which in turn keeps US interest rates low. But economists warn that it’s risky for China to do so. Tang Ming, a chief economist, notes that with 45% GDP investment, China creates the 9.5% GDP growth. Similar country like India, the saving rate or investment rate is around 24 or 25%. They create a 7% growth.
Tang says the government could encourage consumer spending if it invested less in unprofitable (没利润的) factories, and more on health, education and reducing poverty. He adds that the answer to the savings rate problem lies partly in future generations of Chinese.
