What is the most important day of your life? For many people the answer is your Wedding Day —the day when you marry another person and promise to live together as husband and wife for the rest of your lives.

  Wedding celebrations differ from country to country — in China the bride wears red whilst in India the wedding can continue for three days. However, in Britain the bride wears white and wedding usually only lasts for one day.

  In the UK it is possible to get married in a religious or civil ceremony. A religious ceremony takes place in a church. A civil ceremony, on the other hand, can be held in a registry office, in a hotel, or even on a boat!

  On the day of the wedding the bride and groom are kept separate until the ceremony. It is said to be bad luck if the groom sees the bride in her dress before the wedding.

  The bride arrives at the ceremony accompanied by her father and bridesmaids. He officially gives her away to her new husband. During the ceremony the happy couple exchange vows and give each other wedding rings which they will wear forever. At the end of the ceremony they kiss.

Afterwards they go outside where friends and family throw rice or confetti (婚礼中抛撒的五彩纸屑) over them. Then they go on to the reception where there is a lot

of food and drink. After the meal the father of the bride and the best man (男傧相,伴

郎) make speeches. Then the bride and groom take the first dance. It’s a lot of fun.

Foreign aid is an important part of international efforts to reduce poverty. The

United States Agency for International Development has an estimate of the amount

given since the early nineteen fifties. It says seventy countries have received more than one million dollars in payments and loans from western nations.

  But does foreign aid work? Michael Radew is a researcher at the World Policy Institute in New York. He says foreign aid can lead to, in his words, “all the wrong economic policies that made those countries poor in the first place.” Minister Radew argues that it doesn’t help the majority of poor people in a country. Instead, he says, it strengthens the officials in power who are generally unelected.

  Other experts say foreign aid has produced mixed results, depending on where and how the money is spent. They note successful examples like Taiwan and South Korea. The two have since become wealthy enough to give foreign aid themselves.

  Steve Radelet is a researcher at the Center for Global Development in Washington, D. C. He says foreign aid is the least effective in countries like Somalia(索马里) and Haiti(海地) where governments are especially weak. And he says it is “highly risky” also in politically insecure(不可靠的) countries like Iraq and Afghanistan. But Steve Radelet says the world must continue to give money, even though some of it will disappear or be stolen.

  United Nations experts agree that foreign aid faces difficulties in parts of the world without much democracy (民主). In southern Africa, poverty rates increased from forty-one percent in 1981 to forty-six percent in 2001.

The director of the Poverty Reduction Program at the World Bank notes the situation in sub-Saharan Africa. But Luca Barbone says foreign aid has done a lot to reduce poverty worldwide.

Yet because it is often stolen or misused, there are calls for new methods of giving. George Ayitey is a Ghanaian-born economics professor at American University in Washington. He says western countries should give less aid, but remove trade barriers so they import more goods from developing nations. Professor Ayitey also suggests that donor nations direct how they want their money spent.

Mountains offer the high life

The plastic identification (ID) cards carried by all Chinese citizens over 16 are to be replaced with electronic cards from 2005.

The new cards, which most people will have by 2005, contain a microchip(微芯片) on which personal information is stored. This can be checked against databases(资料库)kept by the government.

   When he took office, George W. Bush, son of former president George Herbert Walker Bush, became the first son to follow his father into the White House since John Quincy Adams followed John Adams in the early 19th century.
