III:阅读理解        A             How Good Are US Drivers?

  The CBS—TV “National Drivers’ Test”,showed that many US drivers have a lot to learn. Here’s why.

  CBS picked 1,799 sample drivers to take the test in TV studios in New York, Philadelphia, Chicago, and Los Angeles. More than two out of five of the drivers failed the test. And the average score was the lowest passing mark—51 points out of a possible 80.

  Chicago drivers did best with an average of 53 points. Los Angeles drivers came next with 52 points. New York and Philadelphia drivers got 50 points—a failing score. Drivers with 50 points or less were rated “poorly informed” by the judges.  Here are some of the test results:

 1. Are men drivers better informed than women ones?  Yes. Men averaged 52 points. Women got an average of 49.

 2. Are older drivers better informed than younger drivers?   No. Drivers under 26 averaged 52 points. Drivers from 27 to 45 averaged 51, Drives over 45 failed with a 48 point average.

 3. Does education make a difference?    Yes. College graduates averaged 52 points. High school graduates averaged 50. Those without high school diplomas got 48. And people who had taken driver education courses scored an average of 53 points—three more than those who hadn’t.

 4. Does driving experience make a difference?   Yes. Drivers with three or more years of experience averaged 51 points. Drivers with less experience averaged 49.

  Here are some surprising facts brought out by the test:

  1. More than one out of three drivers did not know that a blinking red light means a full stop.

  2. Three out of ten drivers did not know that an octagonal (eight-sided) sign means stop.

  3. More than two out of three drivers did not know what to do when being “tailgated (追尾)”.

The answer: slow down, drive to the right, and let the drivers behind pass.

The results of the test were turned over to the National Safety Council. They will help future safety planning.

If you’re not satisfied watching the tube at home, in the pub, or even on the street, cell phone producers are about to offer consumers another choice.

Soon you’ll be holding your favorite show in the palm of your hand. Mobile phones that pick up television signals are about to hit the market and experts predict handset makers will sell about 130,000of the devices by the end of the year.

  Those figures are expected to shoot up soon after , according to a study released by the research group Informa, and it is predicted about 125 million mobile phone users will be watching television on their handsets by 2010.

  At a time when people can text , email, and record still and moving imagines on their phones , it appears to be the logical next step. Samsung is the first company to roll out this new technology, but it’s not yet available commercially, and Nokia has said it will introduce its invention of the TV phone in the first part of 2006.

  “The degree to which these networks will become either competitive or matching will eventually determine the fate of market,” analyst David McQueen said in the report.

  The devices will be equipped with special chips that will handle the TV signals. Phones also have chips to process mobile phone calls, music and streaming video links.

  The difference between a TV signal and a streaming video link is that the video feed is on demand while the television transmission is broadcast to all users at the same time. The TV signals are also expected to be better quality.

“The pen is more powerful than the sword(刀).” There have been many writers who used their pens to fight things that were wrong. Mrs Harriet Beecher Stowe was one of them.

  She was born in the U.S.A. in 1811.One of her books not only made her famous but has been described as one that excited the world, and was helpful in causing a civil war and freeing the enslaved race. The civil war was the American Civil War of 1861, in which the Northern States fought the Southern States and finally won.

  This book that shook the world was called Uncle Tom's Cabin. There was time when every English-speaking man, woman, and child has read this novel that did so much to stop slavery. Not many people read it today, but it is still very interesting. The book has shown us how a warm-hearted writer can arouse (唤起) people's sympathies. The author herself had neither been to the Southern States nor been a slave. The Southern Americans were very angry at the book, which they said did not at all represent true state of affairs, but the Northern Americans were wildly excited over it and were so inspired by it that they were ready to go to war to set the slaves free.

Beijing has started a battle to get rid of “Chinglish” (Chinese English). The “Language mandarins” of Beijing have decided that Chinglish is a disease for China’s modernizing claim and must be obliterated before the city hosts the Olympic Games in 2008.

  A road sign on the Avenue of Eternal Peace (Chang’an Street), for example, advised: “Take Notice of safe; The Slippery are Very Crafty, ” a warning that the sidewalk was slippery. Another sign in a Beijing park reads: “Little grass is smiling slightly, please walk on sidewalk”.

  Li Honghai, the city official in charge of the battle, said:“Linguistic perfection is becoming increasingly important with the rise in the number of the foreigners flowing into the city.”

  However, not everyone shares the disdain (蔑视) of the Beijing government for the mixed language. “The choice of words is uncontrolled. One can either choose the verbs, adverbs, nouns or whatever one likes,” explained one Hongkong linguist on an Internet website.

  So many examples exist that several Internet sites have been set up to collect Chinglish phrases. Many come from English instructions on packages such as a candle marked with “Keep this candle out of children” and a model boat—curiously named Posh Sailboat— which means “Please don’t place it in dusty play.”

If the battle against Chinglish is successful, Chinese will also turn their attention to the English language versions of newspapers, which play an even more important role in teaching right English.

With so much change in schools, heads welcome the chance to refresh their skills. And Chris Mitten, head teacher of the 230-pupil Roche Community Primary School, in St Austell, Cornwall, found that a new leadership course not only introduced him to new ideas, it also helped him to delegate more effectively.

Chris has been a head for eight years. His leadership and management was described as very good in Roche’s most recent Foster report, but he believed his school could do more to improve. Like many heads, he felt separated from colleagues in other schools and wanted to share ideas with them. He also wanted to empower staff to take more ownership of school improvement.

He signed up for two programmes organized by the National College for School Leadership ---one leadership programme for serving heads and its other programme for consultant leaders, who will work to help other schools improve. The college hopes to enlist 400 consultant leaders in 2003.

Roche has a strong record of staff professional development, and has been praised for its training programmes for teaching assistants. Since Chris completed his courses, other staff have been encouraged to improve their training. Staff are now more involved in collective decision-making and in taking delegated responsibilities. There is greater openness to new ideas. The whole school has been refreshed as a result of their head teacher refreshing his leadership skills.

And Chris’s work with primaries as a consultant leader means he helps to solve the literacy and numeracy problems they face.
